Often, but your policy decides. Fences are commonly covered as other structures, subject to the cause of the damage and your deductible. Ask how they reached the figure. Some policies pay the depreciated value of an old fence, not the cost of a new one. Send the adjuster an itemized estimate and ask for a written reply. If the gap stays, repairing only what the storm broke may be the practical route.

The storm knocked the fence down and my neighbor says it is mine. Who pays?

The owner of the fence pays, so the first job is to find out whose land it stands on. We know of no New York law that makes neighbors in the city split the cost of a boundary fence, so sharing is a matter of agreement. A licensed land surveyor can show where the line is.
